Exclusive: U.S. directs agents to cover up program used to investigate Americans

WASHINGTON (Reuters) - A secretive U.S. Drug Enforcement Administration unit is funneling information from intelligence intercepts, wiretaps, informants and a massive database of telephone records to authorities across the nation to help them launch criminal investigations of Americans.

Although these cases rarely involve national security issues, documents reviewed by Reuters show that law enforcement agents have been directed to conceal how such investigations truly begin - not only from defense lawyers but also sometimes from prosecutors and judges.

The undated documents show that federal agents are trained to "recreate" the investigative trail to effectively cover up where the information originated, a practice that some experts say violates a defendant's Constitutional right to a fair trial. If defendants don't know how an investigation began, they cannot know to ask to review potential sources of exculpatory evidence - information that could reveal entrapment, mistakes or biased witnesses.

"I have never heard of anything like this at all," said Nancy Gertner, a Harvard Law School professor who served as a federal judge from 1994 to 2011. Gertner and other legal experts said the program sounds more troubling than recent disclosures that the National Security Agency has been collecting domestic phone records. The NSA effort is geared toward stopping terrorists; the DEA program targets common criminals, primarily drug dealers.

"It is one thing to create special rules for national security," Gertner said. "Ordinary crime is entirely different. It sounds like they are phonying up investigations."

THE SPECIAL OPERATIONS DIVISION

The unit of the DEA that distributes the information is called the Special Operations Division, or SOD. Two dozen partner agencies comprise the unit, including the FBI, CIA, NSA, Internal Revenue Service and the Department of Homeland Security. It was created in 1994 to combat Latin American drug cartels and has grown from several dozen employees to several hundred.

Today, much of the SOD's work is classified, and officials asked that its precise location in Virginia not be revealed. The documents reviewed by Reuters are marked "Law Enforcement Sensitive," a government categorization that is meant to keep them confidential.

"Remember that the utilization of SOD cannot be revealed or discussed in any investigative function," a document presented to agents reads. The document specifically directs agents to omit the SOD's involvement from investigative reports, affidavits, discussions with prosecutors and courtroom testimony. Agents are instructed to then use "normal investigative techniques to recreate the information provided by SOD."

In order to stand up, we'd need to communicate and organize. Of course, the DEA is monitoring all communication, and they have many tools at their disposal to limit organization. Look at what happened to one guy in Florida on his way to a protest rally:

Entrapment?really. That's so off the defense list that the clerks laugh when they read them. If the feds want you,your done. Illegal wiretaps, the cops don't mention those in probable cause statements. It's all done with a wink and a nod. Raise your right hand and swear to testily.
This is the problem. The end does not justify the means. When the cops are given more discretion.they use that to grab even more authority.

Drug cases turn the courts napoleonic. You havt to prove your innonce. Better have bank.At least this way you can wear the prosecution down.Then just learn how to jail and live as a convicted felon. Piece of cake.

The police can pay an informant to make up lies about you. The fact they found out information illegally initially can be easily concealed. Like flying over houses looking for grows, they still do that but when you get bused there will be no mention of a helicopter because those random searches are illegal. The NSA is for sure passing info on to various police agencies. They claim national security, but no way they ignore info on drug "crimes". It's bullshit the police are supposed to go to a judge and get a warrant. It's the law and they are breaking it and hiding behind national security.
I like to talk in person myself about sensitive topics. My phone is clean and my FB has nothing incriminating.
 
yea the SOD is surely short for sodomy because they are fucking everyones ass on a constant basis. most cops cant find their dick with both hands. im not surprised by any of this. it seems to be totally accepted to plant drugs if an agent "knows" the person is guilty whatever the fuck that means. do they have esp or something? look at all the crazy stuff they do for the "war on drugs" from shit like going through ppls garbage all the way to intercepting calls voice and data. i mean arent there better ways to spend the peoples money?

That's reality. The gov't is fully utilizing administration over things like telecommunications or the internet. Without limits. There's no "they do this..., but not this...". The only limits are feasibility related. Not legal, not moral. Only feasibility.

My father informs me that the U.S. has become just like Nazi Germany right before the war.

He is a German American born in '29 and he has been studying the Nazis since he was 10 and started reading the paper he delivered.

I have to admit that I do not enjoy listening to his lectures about the Nazis as I have had over a half a century of it and still can't wrap my head around it.

At any rate, the main point he is making right now as I understand it is this:
People who are not guilty of crimes are being found guilty anyway, based on their affiliation with the regime. One is either in, or not in.

Those not in, are eliminated.

We may all be phucked in the U.S., people.

I don't know what else to think.

Really digging the BL island concept. Maybe a nude beach? Set up a nice park. Build the worlds biggest pharmacy and grow rooms. If we have state sovereignty the US will sell us all our pills. We can grow the rest. Hell the AD guys could probably synth up some cool shit too. If only.

On the bright side you muricans only pay a fraction of the drug prices some other nations who your government has helped to turn into police surveillance states have to pay.

The old standby of getting high to forget how fucked up everything is is still financially feasible, not so for some.
