If it actually increases dopamine concentrations as much as I've read(in rats:
http://www.bluelight.ru/vb/threads/471983-3-Fluoroamphetamine?p=7727078&viewfull=1#post7727078 ):
[...] 3-Fluoroamphetamine can elevate basal levels of dopamine roughly three times higher times compared to amphetamine at the same mg/kg dosage in Squirrel Monkeys. That's over 1500% or 15-fold. The levels drop quickly after administration but always remain at least two-fold above the amount produced by amphetamine.

I'm pretty sure it is [a higher basal dopamine elevation than methamp], but I don't have a source to back it up at the moment. I believe it's around 1200% for meth and 400% for cocaine. It doesn't include norepinephrine levels as well, which is problematic because if they're even higher the abuse potential might be diminished.[...]
then extrapolating from my relatively strong knowledge on drugs/brain/neuroscience/pharmacology compared to an average person... I must mention my knowledge is no where near a professional level(all self learned, I don't want to do any drug with any regularity before I know it's main..preferably most of it's important interactions in the brain, which requires learning much about the brain which I was already interested in hehe).. anyway
if it does indeed raise dopamine levels that much then I'm just going to post a
warning that it might be decently more neurotoxic than regular amphetamine. Stay safe with these new chemicals, especially 3-fa which has the fewest reports(and therefore has less semi-established safety of them all). It is also an amphetamine analog, of which we don't know what putting a flouro group at pos 3 does at all, afaik.(except norfenfluramine, which has quite a different substitute @ pos 3, yet it was a potent 5ht2b agonist(will enlarge your heart valves(or something like that), that is a very bad thing)
just as an example of how a substitution can change a drugs pharmacology dramatically from it's original effects on the brain and we have no idea what many of these flouro subs change besides the na:de:serotonin ratio.
I've tried 3-fa once(@ 30mg max, not going to try again for a long time, very least 2 months) and it felt less dopaminageric than methylone, so there is that, however I didn't even know what dose to take really as there isn't even that much information on dosage.... so possibly at higher doses(idk what doses people are using on average, I've just seen 4-6 reports of dosage, all quite different) it is much more dopaminageric than metheylone(it was pretty close @ 30mg to like 140-160mg methylone, where 180mg methylone for me has this strong, overt, smooth, liquidyish dopamine feel. in comparison with mdma or d-amp..)
So I'm just rambling really, but be careful with something that definitely appears to raise dopamine levels
a lot especially something that could and probably does have other pharmacological actions differing from straight amphetamine. Considering it's pretty accepted that dopamine is broken down into
http://en.wikipedia.org/wiki/3,4-dihydroxyphenylacetic_acid which then "can be oxidized by hydrogen peroxide, leading to the formation of toxic metabolites which destroy dopamine storage vesicles in the substantia nigra.[wiki]"
