In 2005 Russian special forces used a 'knockout gas' to solve a hostage situation and the has killed over 200. It's codename is Kolokol-1 but nobody will admit to knowing what it is. Carfentanil and remifentanil was supposed to have been detected but that sounds an odd mixture to me. Plain carfentanil makes more sense.
Adding carfentanil to the CWC would make sense since producers would be classed as terrorists.
