Several of my neighbours. It can be rather annoying all that barking can't it. Dog probably isn't having such a great day of it either. Why do people get themselves a dog if they're not around enough of the time to look after it? There's somebody up the road from me that just leaves the dog in a kinda wire cage thing attached to their shed in the yard. Not a teeny-tiny cage and I presume the dog has access to the shed for shelter (hope it does anyway) but it's there 24/7 and just barks all the time. Only time I've seen the owner go near it is to shout at it to shut up and to feed it. I know some people do think dogs belong outside but what is the point of having one if it's kept in a cage in the yard day and night? Don't get it at all but then I'm not a doggy person so maybe I'm missing something.
