Worried about suspicious items

would an extraction guide alone be enough to prosecute someone? but they just looked at it for curiosity......

or do they have to show intention of trying to manufacture?
 
I would think you can have as many guides as you want as long as you don't have the chemicals, glassware, and supporting evidence such as you telling a CI or undercover that you plan on selling or manufacturing.

There's nothing illegal about reading about illegal shit.
