Okay I'll explain it but there's not much too it. This piece isn't at all deep and meaningful.
The poem is about people's incessant need to communicate, particularly the modern obsession with telecommunication. I was having lunch at a resteraunt with a particularly difficult and abusive client. It had been a long day.
During the course of the meal every table surrounding us (all three of them) received mobile phone calls (at the same time) and, rather than saying they'd call them back or politely excuse themselves, they had long very loud conversations while sitting at their tables... And they didn't even seem particularly interested in what they were saying. Nothing urgent, just random chit-chat shit. Their neverending continuation of their conversations despite their obvious indifference/disinterest is expressed in the line "torrents of monotones".
"Flickering enamel" simply refers to teeth chattering.
I don't know what you want me to explain other than that. It's pretty straight forward once I explain the jist of it, I guess.
