I've often wondered this question. Cops know what is going on in them. They know that they could probably arrest everyone in there for something if they really wanted to so why don't they....not that I want that to happen but I was just curious. Most raves I've been to have their own security team (I guess the promoters supply it)so do the cops just figure that security will handle any problems or what?

Alot of times cops are security, off duty of course, when the real po show up they see their off duty counterparts working security and will leave the party alone. They're not going to stop their friends from earning a few extra bucks. A legal venue is also important, as long as you have the correct permits pulled and have permission from the owner to throw a party there, your good to go.

They can't just legally shut down a venue cause they think drugs will be there. In America we do have the right to assemble and all that shit. If you can throw a concert for classical music, you can throw a party for electical music. By law(different everywhere), they won't shut down a party without a reason. Like so many busts while inside. I remember at one party, if the cops made x many arrests, the party gets shut down. Besides, these parties do bring money and people for business.

The dean of student life at my college knows what goes on and has still granted me permission to throw a few parties. He said the cops at our school (real cops, not rentals) are too stupid to notice. The only time anyone has been busted for pot has been when they made too much noise while drunk. I give cops less credit than they would think they deserve. Smart cops are detectives and wear suits, not boys in blue.

it's also a pain in the ass to assemble a gang full of cops to chase everybody out.
