urine screen 1.005 specific gravity

I did a urine screening for counseling and the specific gravity came back as 1.005. I drink a lot of water throughout the day, but I don't feel like I drink TOO much. Anyways, my counselor said that it is considered dilute and FAILED my test, so I have to restart counseling.. I have not drank AT ALL since I started getting urine tested and I don't use drugs. I was not chugging water to "flush" my system like they say people do..

I'm trying to figure out under WHAT guidelines is that specific gravity considered dilute?
