Furthermore this very country has had a long history of draconian punishments for drug dealing and it didn't result in a situation where we "don't have a drug problem". The only way you could get to a situation coming close to that is in a totalitarian system with no civil society and no freedom for the citizens...a "cure" infinitely worse than the disease.
