Police shame over drug-taking officers

September 20, 2004

SEVEN serving NSW Police officers have tested positive for drugs after incidents in which a suspect has been shot, killed or seriously injured.

The revelation police have been drugged up while dealing with life-threatening incidents comes amid fears of a growing culture of drug and alcohol abuse within the force.

Police Commissioner Ken Moroney warned that the generation of party drug users, who continue their use after joining the force, pose a "new age" threat to policing across NSW.

Since July 1988, testing for all officers involved in critical incidents – situations which have resulted in a shooting, serious injury or fatality – have been mandatory. A total of 1192 officers have now been tested following 274 critical incidents.

Official figures obtained by The Daily Telegraph reveal that seven of those officers returned positive readings for drug.

Five of the officers had smoked cannabis before going on duty, one tested positive for amphetamines and one was taking the prescription painkiller morphine.

None of the officers tested gave a positive reading for alcohol.

Police refused to discuss the cases because the operation was ongoing.

NSW Police has organised rehabilitation treatment and counsellors to treat officers suffering from drug or alcohol problems.

Since random drug testing began in September 2001, 21 officers have come forward seeking treatment for addictions with illegal or prescription drugs.

Eight of these sought help since the Police Integrity Commission (PIC) launched Operation Abelia – a three-year-long investigation into alleged drug use and supply by NSW Police officers, which is now drawing to its close.

Under an amnesty, officers who are clear after extensive treatment can return to normal duties.

A total of 1528 officers have taken a random drug test and none have provided a positive result.

Random alcohol testing began in September 1997.

Since then 28 officers have been nabbed on duty while still under the influence of booze. Eight tested positive in 2001, 13 failed the test in 2002 and 7 gave a positive reading between June 2003 and June 2004.

None of them have been sacked.

Police Minister John Watkins has vowed to crack down on drug and alcohol abuse in NSW Police.

"NSW Police has the strongest drug and alcohol testing regime of any state or territory police force," Mr Watkins said.

"These police officers are treated by rehabilitation counsellors and, where their results come back normal and stay that way, they can return to normal duties.

"It's crucial that we use the opp- ortunity of PIC's Abelia inquiry to build on this success and improve our response to police drug use and testing."

The state's crime-fighting agencies have come up with a raft of initiatives to overhaul the way NSW Police tackles drug use, including the random testing of recruits at Goulburn police academy.

Seven out of 1192 tests were positive> Oh my god its out of control ! Please Mr Carr save us from these drug crazed assasins.

Where did it say ANY officers tested positive to a "PARTY" drug? Or is pot a party drug now?

I personally think it's scarey that people are making decisions involving firearms when they are under the influence. I sure as hell don't want a stoned smurf shooting at me.

A lot of people party on speed and pot. I don't find speed to be the great social lubricant but it does keep you going. I've never actually been stoned so I can't speak for pot.

I would say "If you can't beat 'em, join 'em!" but these people are shooting people. I trust them as far as I can throw them. Thankfully it's a clear minority.

Its a bloody disgrace that an office of the law can be found on illegal drugs and still have a job to go to.

It's such a small minority that I don't think it warrants anyone to worry. It's no surprise that there are some cops using recreational drugs just like there would be in any group.

I found this part the most interesting, even though I don't think pot should be considered a "party" drug.

It's apparent to me that with the growing acceptablility of drug use among younger people that this would be a problem when this generation started being old enough for employment; in particular those joining the police force.

This is the first time I've heard the police actually refer to this as a growing problem in the ranks.

So when we get pulled over and booked for driving under the influence of amphetamines can we demand the officer is also tested ;)

I don't know whats worse an officer on pot not caring about his job or an officer on a 3 day speed binge, with a short fuse and a gun.

So when the cops go around killling people is that usually after a large acid seizure?

On a side note they should give maximum security mental patients heaps of LSD and set them loose in an arena - Thats reality TV i'd watch!

Pot doesn't make all people that smoke it totally lazey and careless about their job(s), it doesn't "make you crazy", sure it most definately mentally impairs you at the time... mist even slow down the ole' reaction/response a tad, but... I guess it all depends on how stoned you are/were.

These cops that were tested POSITIVE for an illegal substance such as marijuana:- I mean... sure, Marijuana is a drug, but he could have smoked it something like up-to 3 months before the drug results, and this (drug testing) in a way, is kind of another scenario of the Governments whole misconception on recreational drug usage as being immoarally "wrong", or... "unjust".

I couldn't give two shits if they're cops and they're supposed to up-hold the law and set a moral-example for society. They're still human beings, and it is a studied and proven fact that the human species is one that likes to alter his/her perception. Whether it be through Alcohol abuse, or Pot smoking... once that officer signs off after-work, he is deemed as "off-duty", that means... he is no longer under employment of the judiciary system in spoken hours, if he chooses not to be.

If a Cop smokes Pot behind closed doors in the privacy of his own home, does that automatically deem him/her, somehow as... "imcompotent" to have the rights to operate a fire-arm(s) over an officer who chooses to sip Martini, or cock-tails in his/her spare time?

There was this corrupt, coked up, crazy cop around here who shot this guy I knew dead untill his clip ran out. This happened during a domestic call where the guy was bashing his wife and came at the officer with his fists. Still on the job.

If a cop is found to be using drugs while working he should be offered help or leave the job.

Erm... once again, with a drug like pot, it's extremely hard to determine whether or not the cop has smoked it on the job or not... as THC is stored in fat cells in our tissues for as long as up to 3 months (possibly longer).

Ok... now, this basically means, the cop could've had like not even 5 drags of a joint at someone's "Home-warming" party. Whilst, his co-officers were probably in-coherent that same night, from the booze they were drinking.

It's almost as though they're trying to say that smoking Marijuana (mind you... over Alcohol-abuse) will send everyone nuts and stupid.

As for the Coked up Cop. Well, lemme just start by saying... "How the hell can you put Cocaine in the same category as Marijuana".

Taking drugs/booze and driving is stupid. Taking drugs/booze and then going straight to work, under the influence of either is stupid. Taking drugs/booze and doing exams... is not very smart.
