There's a few gyms within twenty miles of me, but I'd like to think I'd have no excuse for not working out if the gym is at my house lol. Especially since I work two jobs, one full and one part time, it's challenging finding time. I'll research the monthly dues for gyms nearby and give them consideration. P.S. I'm not scared of people. I'm quite a confident woman, one who wants to build her upper body strength for self-defense purposes lol!

On second though the home gym equipment might be the best.
How experienced are you with lifting weights? A barbell is a great tool, but like most great tools if you dont know how to use it properly it can backfire on you. Also, you shouldn't approach weightlifting with the goal of "building upper body strength" IMO. You should be looking to improve your fitnes level in every way. That includes upper body, lower body, core, cardiovascular endurance ect.
If you just buy a barbell with no experience and no one to help you then you might not get as much out of it as you could. Making sure you have proper diet, and are using proper technique with the proper exercises, with proper rest days in between is key.
Thats why I recommend a gym membership for the inexperienced. There are a lot of easy to use machines and dumbbells there to get you started, and you can emulate others to help get yourself used to all sorts of different exercises. You can also meet others who are into fitness who would probably be willing to help you out if you want. Plus if you end up deciding to flake out on your fitness goals then at least you will not have invested in expensive exercise equipment.
If you're already experienced, then you can probably ignore all of this and just go ahead, but if you just watched a cross-fit video or something and decided to buy a barbell then you will probably be better off just getting a gym membership.
