Catching up a little more on this from where I sit, I've not read all the tweet(s) from Trump, so maybe there is some part of it that I missed. From what I can find, this is all that was said:
Nowhere in there do I see reference to skin color or race. Trump is an idiot in referencing non-American nationality, especially considering only Omar was born elsewhere. It's stupid, unsurprising, and not racist in my opinion. The idea of 'fix your own house before you criticize others' has a long history of truth to it.
If I have someone move to my town, where we have been able to leave houses unlocked, where kids still walk home from school - if I have someone move there from Chicago and start telling me I need bars on my windows and a home security system, that the kids need to be transported by bus and the school needs bulletproof doors. Guess what I'm going to tell that person - GTFO, and go fix your own damn city before you start telling me what to do with mine. Note, there is no indication of color or race involved. If the person is black, is it now a racist statement? If I'm black, and Chicagoan is white, is it a racist statement or not?
Same happened in Florida where I grew up. Tens of thousands of snowbirds retired from Northern and Midwestern states and then complained Florida wasn't like it was back home. DUH. But then they go about trying to turn it into what they left. SMDH. I better stop here, as I'm about to get bent out of shape on people telling others what they can or should do in their own homes.

I do see an instance of AOC criticizing Pelosi and playing the race card, implying she is racist
So is this racist by AOC? Or race baiting? Recall, THIS is the first statements on race in this situation. To which many Dems, and even Trump (in his fumbling way) went to lengths to defend Pelosi from such an accusation.
Now, Trump further fumbles his way along, and rather than letting the Dems eat themselves, he unifies them against him with cries that he is being racist with HIS comments.
Nowhere, in Pelosi or Trumps statements have I seen racism in this instance. AOC sees it and stated as such in Pelosi's words, but nobody else sees it there. Now MSM and Dems are running with it in Trump's words. To my statement earlier - some seek to find offense in everything they hear.

Rep. Alexandria Ocasio-Cortez has accused House Speaker Nancy Pelosi of engaging in "explicit singling out of newly elected women of color" in her attempts to maintain control of the Democratic Party.
