No Charges for Madison Police Officer Accused of Stealing Heroin from Evidence Room

MADISON, Wis. (AP) -- A Madison police detective suspected of taking heroin from evidence for his own use before being badly injured in a car crash will not face charges.
Dane County District Attorney Brian Blanchard says he doesn't plan to file charges against 39-year-old Jeffery Hughes, who was off-duty when his car crashed on Interstate 90 in November. Hughes has been hospitalized since the accident.
Blanchard says he doesn't think Hughes could go on trial because of his "medical disabilities." The district attorney's office says Hughes suffered a brain injury and has been undergoing extensive rehabilitation but has severe impairment of short-term memory and attention span.
In the past, Hughes had cluster headaches that caused him to miss 40 percent of his work days in 2005 before he had a surgical procedure to reduce them.
Blanchard says the heroin use was evidently linked with an attempt to escape the pain of a serious neurological disorder.
