Needle exchanges and drug paraphernalia

I have been wondering. I understand having drug paraphernalia is an offence in e.g. USA. So, if you go to a needle exchange to get needles and syringes, do the cops stand in front of those places and then charge you for having drug paraphernalia when you walk out? I live in a country where having drug paraphernalia is not an offence, so I'm just curious!
 
Different localities have different laws. Definitely don't be in a car with rigs or drugs or anything. But as far as walking out the front door, I assume if the municipality allows the syringe exchange to operate, they'd not arrest people the moment they come outside.
 
Yeah, as deficiT said, if the municipality/area allows an exchange/access organization to operate, it'd be unlikely that the cops would outright arrest or set up stings for people leaving, but it depends on the area and it's laws. Here, in my state, I used to live in the only city with the only needle exchange in the state, before they were made legal, and the police turned a blind eye, letting the organization operate and advocate. Now they're legal, there are mobile needle exchanges (think dystopian ice cream truck lol) and if you ARE stopped by the police, and you inform them that you have syringes, used or clean, PRIOR to a search, they won't charge you, to lower the risk of officers contracting diseases from unintended pokes. A full, ready shot may be a different story, but they're pretty much okay with needles here now.
