Help me w/ my growroom

Alright, I moved into my house last October and had to put a waterline in. So, the people that I bought the house from had a sistren to hold their water. Of course, the pothead that i am decide to try to make it into a growroom. Heres the problems i encountered.

1. I didn't know if it would stay warm enough underground in the winter, and how could i keep it warm??? Would a little electric heater work.

2. I couldn't find anything to get the mylar to stick to the concrete, I just wasted a $40 roll trying to get it to stick.

3. I read that air flow is important to the plants, could i just set a fan in the room and remove the lid at night???

4. Do you think the choppers will be able to see the heat coming through the 8 inch concrete walls??? I don't think so but you never know.

This room is about 8x4 and would be perfect.

One more question, I gotta 1000watt High Pressure Sodium bulb, does anyone know how much of a hike in my electric bill i should expect with using this bulb??
 
1) Yes. Whenever your plants are resting a heater might be smart. When the lights are on it shouldn't be necessary, a 1000W HPS gives off enough warmth on it's own. Keep in mind that an electric heater also adds up on the electricity bill when it's heating up the room all night long for an entire grow, those things are 2000W or something.
2) Make a wooden frame and pin the mylar onto that.
3) Airflow is crucial. You need an intake and an outtake. For a 1000W you need at least as much outtake, so at least 1000m3. Intake should approximately be half of the outtake, so at least 500m3, preferably you get a bit more of both, with a dimmer, so you can adjust accordingly. So a fan isn't going to cut it.. If I were you I'd get your air out of another room or something, not from outside, this will help to keep the temperature up. The outlet should either go outside, or into yet another room (I'd go for the latter), you don't want to be pulling air out of the same room you're pumping it in.
4) Probably not, if it's in the basement. They will see it if you pump the air from your growroom outside, that's why I suggested to pump it in another room instead of outside. I don't even think 1 1000W lamp is going to heat up the house that much that it will be detectable, but you never know.

Its not in my basement, it's in a water tank beside my house. Us rednecks in Kentucky had these before we had city water hooked up.

I wish i could draw you a picture or show you one. Theres a PVC pipe 8 inch, that you hooked the water tank to, to fill the sistren.

Maybe I could find an 8 inch fan and rig it up to blow air in and just take the lid off with the heater on.

My friend a while back had something that he had that he plugged his light into that wouldn't let your Electric bill go up to high. It like built up the voltage slowly and released or sumpthin. I don't talk to this guy much anymore and cant figure out what this was.

Hehe, I don't have much knowledge on the electricity side of things either, so can't help you there.
 
How cold does it get during the Winter? Maybe try resting the pot on an electric blanket. I wouldn't trust many traditional heaters overnight where they can't be monitored regularly.
