Ideally you want to use pseudoephedrine as a starting material to make meth, since it has the ideal stereochemistry for the more potent product. However, depending on your source, "ephedrine" can either mean the other enantiomer of pseudoeph. or a racemic mix of both enantiomers. Using the latter of the two will give you a racemic product, which will still have some potency (just not as much as pure pseudo).
I would doubt that the fact that it is a possible precursor to meth synthesis would not have some influence on its being banned, although the media hype surrounding some high profile deaths could be enough to ban it as well. It may not be the official reason, but who knows. It doesn't really matter to me though, I can still get it at the local herbalist's shop. It was scarce for a few months, but then they realized that they weren't in the States and their laws don't apply here.
Either way, I just prefer not to use it myself. Those that do, go ahead. Just don't go popping 6 25 mg pills at a time, m'kay?
