I do not frequent this part of the forum much, but I am an amatuer athlete and profoundly experienced in this field. Look man, firstly to clear things up, fat does not turn into muscle. It is like saying wood can turn into steel. They are both different. Secondly, doing light weights and more reps does not help you rip up faster. The only thing it MAY do is fill the areas with more blood and depending on your rest between sets, make you work a little more harder cardio wise.
If you are just after aesthetic results from your training and more quicker but less sustainable, then maybe look up German Volume Training. Incorporate that schedule with a kitogenic diet, carbing up once a week, and you should rip up (although once you return to normal eating you will balloon into a watermelon if you do not do it properly). Cardio should be done in the mornings on an empty stomach 3 -6 times a week.
If you are after a more functional result (ie, help you work harder if you are a builder per say, or maybe if you want to knock someone out easier), try a full body power lifting routine two to three times a week, again cardio about 3 - 6 times a week, and find a good carb cycling diet. This is more sustainable as a lifestyle rather than a "diet" you come off of, it will get you scarily lean, but will take longer than the method mentioned above (ketosis). Sorry if a rambled on....
Oh and I almost forgot, the Albuterol mentioned above is correct as well as Clenbuterol, which is similiar. They have side effects though that can be pretty serious, I advise against using them. Besides those, caffiene can be used and maybe slowing down on the creatine. All other supplements are basically expensive coffee. Just stick to natural eating and lifting with cardio man, you seem like you have the mental focus.
