I have a feeling he's not being open and honest with you about the real reason he doesn't want to go down on you, because he doesn't want to hurt your feelings. But his avoidance is hurting you anyway, so he might as well just come clean about it.
 
Have you actually asked why he doesn't go down on you? It does sound to me like he might not be being totally honest, if he has no problem with how you smell or taste etc. I don't really see why he wouldn't be doing it...And I agree with what others have said, I personally almost prefer giving my fiancé blow-jobs just because I love giving him pleasure.
