I'm curious, though, if students studying abroad qualify as permanent residency for those years?

I attended university in Canada. The student visa I had permitted me to work and I think after so many years, it helped in getting a permanent residency card. It was something like 5 years, so it's not the same thing and requires separate paperwork. It may even require one to leave the country for a specified period of time in order to re-enter and get it

Really? My dad is told by Americans he 'looks Irish' but he is very German, Dutch, and Belgian-these countries are all similar genetically in certain regions, and has typical Scandinavian/Nordic features-red hair, blue-green eyes, and is tall.

I do not speak or read Finnish at all. I am not into drugs anymore.

In Italy culturally you will have people associated with charities, aid organisations, the Roman Catholic church, etc. who give migrants food, housing, education, basic techical or job training if they want this, medical care, etc. But the majority of Italians do not like the migrants both from Levant countries and African countries, and are angry at how Italians are homeless, out of work, and have difficulty getting food while it all goes to the migrants.
