To create the stability to withdraw in an organized fashion, Biden would have had to send in more troops. Biden pushed back the full withdrawal date in stages till August 2021 while the Taliban did resume attacks on May 1, the original date of the agreement.
Trump promised to withdraw before his talks with the Taliban, which is patently stupid in any negotiation, left our allies, Afghani and others, out of the talks, and left Biden in a ridiculously weak position. Biden had the choice to do what he did or break the treaty, send more troops in, and resume hostilities... pretty much as Trump had planned.
