What's weak about that?
It just makes fun of people claiming that everyone who coveres their face with a mask, does so with criminal intent. There are obviously enough good reasons to do so, as caricaturized by the meme.

Well the difference is the people in blue cover their faces so they don't accidentally sneeze or spit in someones exposed abdominal cavity not because they don't want to be identified while they are cutting someone open. If you are just there to fight for equal rights you shouldn't have to cover your face since you are doing something good. Unless you live in one of those countries that kidnaps and executes you for having a political opinion I don't see why you should need to wear a mask to a protest.

I read it as making the statement 'even doctors are evil' as opposed to making fun of those who would say 'even doctors are evil'. Falls to reading and interpretation on the web.
