What is this sugar used as cut?

People use all sorts of strange things to cut Street heroin or fentanyl. There is a type of sugar that I came across once and I've never seen it otherwise. It came in a block and the packaging looked like a bar of soap more than it did sugar. The texture seemed kind of flaky and I remember it being European, perhaps Scandinavian.. Im also wondering what type of impact this sort of cut, if any, may have on someone that has issues with their blood sugar. Are there common cuts that are easilly accessible and have a low impact on your system?
