I just got a PayPal account this weekend, and I am wondering what kinds of service I could charge for and do over email. Where to advertise?

As long as it is not illegal or less than reputable (selling research chems, certain sex things), paypal allows you to send or receive money for anything. But Alisdair is correct. You need to have at least a basic outline of your business plan first. Collecting the money is secondary.
