White House Announces State Model Law to Expand Programs that Deflect People with Addiction to Care


From the press release:

WASHINGTON, D.C. – Today, the White House Office of National Drug Control Policy (ONDCP) announced the release of the Model Law Enforcement and Other First Responders Deflection Act, a resource for states that encourages the development and use of deflection programs across the country. These programs are needed because first responders, including law enforcement, often do not have good options when encountering people with substance use and/or mental health disorders. In a growing number of states, public safety and public health partnerships “deflect” people with these disorders away from traditional criminal justice programs and connect them to evidence-based treatment, harm reduction, recovery and prevention services. These approaches save lives and reduce the burden on first responders. This state model law would expand access to these programs across the country.

Biden Signs Feinstein, Grassley Methamphetamine Bill into Law


From Senator Feinstein’s website (linked above):

  • Declares methamphetamine an emerging drug threat, as defined in section 702 of the Office of National Drug Control Policy Reauthorization Act of 1998.
  • Requires ONDCP to develop, implement and make public, within 90 days of enactment, a national emerging threats response plan that is specific to methamphetamine, in accordance with section 709(d) of the Office of National Drug Control Policy Reauthorization Act of 1998.
  • The ONDCP plan must be updated annually and include the following:
    • An assessment of the methamphetamine threat, including the current availability of, and demand for the drug, and evidence-based prevention and treatment programs, as well as law enforcement programs;
    • Short- and long-term goals, including those focused on supply and demand reduction, and on expanding the availability and effectiveness of treatment and prevention programs;
    • Performance measures pertaining to the plan’s goals;
    • The level of funding needed to implement the plan; and
    • An implementation strategy, goals, and objectives for a media campaign.

…since 2015, the number of fentanyl offenders has increased 3,592 percent, to 886 offenders. And since 2016, the number of fentanyl analogue offenders has increased 5,725 percent, to 233 offenders.
