Because they're different drugs of different strength.
It's like asking why there are so many types of codeine (dihydrocodeine, hydrocodone, oxycodone etc)

Fentanyl, Acetylfentanyl, Butyrfentanyl, Carfentanyl...all different (fentanyl-analogues) drugs.
