Is it still regarded as overdosing if you're taking more for the same effect due to tolerance? Or does that no longer mean overdose because your tolerate to it?

No, an overdose is when you take enough of a drug to experience its dose-dependant negative effects, so if your tolerance rises the level of dose that causes OD will also rise.
 
Squid gave a good enough answer, but I'd like to add that an overdose is often the result of error. It's the consequence of a user taking more of a drug than he/she can handle.
