From what I remember, hemp can legally (in the states) have a certain THC/Cannabinoid content, but its a minuscule amount like 0.05% by weight..
So if your thinking of processing it for usable chemicals.. Your better off just buying bud.
I'm sure that processing hemp into extract would be illegal anyway. (probably just as much as processing actual bud, think poppy seeds and san pedro's)

Your better off growing hemp and making bio diesel fuel and discreetly "disposing" of the THC and Cannabinoid "waste by-products" in a series of small fires..
Legally making a fortune.. and staying very high all the way through..
Hemp is the fuel of the future..
Not even mentioning the textile applications..
