legality of cuttings and seeds for psychedelic substances

i'm finding trouble finding info on whether or not it's legal to get a tabernathe iboga cutting and a salvia cutting. both are illegal in my area but i wasn't sure if the cuttings are okay. i know seeds are legal but both plants i'm hoping to grow are very difficult to get to seed.

help is much appreciated; i live in missouri (US) if that helps.
