Hydromorphone Injecting

I was wanting some help please I get Jurnista 16mg which is Hydromorphone hydrochloride prolonged 24hr release . I've tried breaking it down to inject with 3ml of ice or really cold water, next I filter it with basic filter that come in the sharps kit after that to 3 X 1ml barrels and the solution comes out really thick and gooey. I believe if the solution is like this it can be really harmful. (Well all pills are dangerous to shoot I believe) Is there anything you can do to make the solution so its thinner and safer. If I use more water it makes it a little less gooey but doesn't give me a kick.

Any help would be great (No grammar Nazi's)
