How to start a new forum topic on the Forum page.

I have a few legal questions concerning a few questions about cocaine. Looking on the Forum page there's a legal topic but it was closed back in 2011. How can I start a new topic specifically devoted to legal questions? I don't really want to post my few questions on the cocaine Mega thread or the basic drug thread for fear of the lack of response or the lack of educated answers.
