Well we can't understand what's being said but whatever drug it is that's sad.

I'm all for legalization of all drugs in HUMANS but obviously animals can't consent so you have to assume they don't want it lol...unless they happen to wander on it in nature and eat it for its' drug effects, of which there are many examples like Jaguars eating Ayahuasca to trip for example.

Or obviously to be used to help them by a vet.

Otherwise, it's just abusing an animal, and the question of how he got addicted to the drug comes up, which the obvious answer would likely be through people abusing the poor thing.
 
I think the same way, it's abusing that little dog..
I know that are animals that also like/search/enjoy some alterates states.. But this little dog... :/

I remember my dog "Fiona" that used to came by my side when I was starting to manicurate my cannabis plants..
And look at me and wait for some leaves to fall down.. It was so funny because, she eats some (in the way that she ingested), but before some leaves were eaten.. She start to only chew some, and dont ingest.. It was like controling herself ... lol
