Technically you can but there's a lot of binding agents and also insufflating diazepam carries with it a significant chance of both sudden onset OD and also increases the liklihood of other nasty potential side effects. Highly unrecommended, there is potential for death in this scenerio.

As everyone has already said, nasal bioavailability of benzodiazepines is really bad. Doing anything other than eating them is a waste of your time.

Also, the amount of binders will vary depending on the drug and manufacturer.

You can easily find out the exact amount of filler in a specific pill by weighing a pill on a milligram scale, some of which are widely available online for a very affordable price. The cheap models aren't great for weighing out quantities below 15mg, but they will definitely weigh something as heavy as a pill. (Even a pill with 125 micrograms of active ingredient may weigh as much as 100 mg.)
