No. You can grow a hundred on 1m2 if your pots are small enough. Most efficient is 9-16 per sqm. That's 1-3 weeks of veg and 8-9 of flowering, depending on the strain (and starting material, e.g. seeds or cuttings) ofcourse. 1 plant per meter will mean you need to veg for over a month or 2 at the very least, with a lot of topping and training, which is going to be very labour intensive if you have 9 square meters, prepare to be busy at least a couple of hours every day for months on end.
