There's no way anyone will be able to say for certain. just by looking at a poorly shot, poorly focused picture.
The literature doesn't point to N-isopropylbenzylamine being active at doses similar to methamphetamine (if at all). I think if what you have produces anything resembling a stimulant effect it's more likely meth. If it's literally inactive at a 100mg dose then I'd suspect N-iso.
