The daughter of a former Hillsboro counselor accused of falsifying drug prescriptions also faces charges in the case.
Megan Nenice Andrews, 26, turned herself in to Hillsboro police on Oct. 15 and was booked into the Washington County Jail on charges of tampering with drug records, identity theft, forgery and possession of a controlled substance, said Lt. Michael Rouches, a police spokesman.
Her mother, Nenice Marie Andrews, 58, was arrested two days later on accusations of tampering with drug records and possession of a controlled substance. Both are accused of illegally obtaining prescriptions for acetaminophen with codeine, or Tylenol #3, and diazepam, also known as Valium, according to probable cause affidavit.
Nenice Andrews worked as a nurse practitioner at the Hillsboro Women's Clinic, where her daughter is the office manager and husband is an obstetrician and gynecologist. Andrews served two four-year terms on the Hillsboro City Council before leaving at the end of 2012 because of term-limit restrictions.
Megan Andrews was convicted of tampering with drug records and identity theft in Washington County in Dec. 2009 stemming from an arrest by Forest Grove police, court records show. She was sentenced to 18 months' probation.
An investigation began when a Fred Meyer pharmacist called a federal investigator about several prescriptions phoned in for Tylenol #3 for Megan Andrews by someone who claimed to be Nenice Andrews, the affidavit said. The pharmacist recognized Megan's voice as the person calling.
A Women's Clinic receptionist told the investigator that she discovered Megan Andrews had picked up and signed for Tylenol #3 prescriptions in the receptionist's name in April and May, the affidavit said.
Andrews admitted to picking up the prescription when confronted by the receptionist and said she was seeking drug treatment, according to court records.
Another nurse practitioner at the clinic showed the investigator records from Walgreens that showed she had prescribed Megan Andrews four prescriptions of Fiorina, a migraine medication, between Feb. 2012 and June 2012 and five prescriptions of diazepam between June 2012 and Feb. 2013, the affidavit said. The nurse said she didn't fill the medication and that she never authorized anyone at the women's clinic to sign her name for a prescription refill.
