Western Australian man Giuseppe Serafino and a former Reuters war correspondent have been released from Bali's Kerobokan prison.
Mr Serafino, 48, and British man David Fox were sentenced to seven months in prison in March after they were busted with hashish in October last year.
Nine News camera filmed Mr Serafino leaving Kerobokan prison in an Immigration Patrol car.
In order to return they would need to ask permission from a number of law enforcement agencies - including police, and the National Narcotic Board.
"The central government would then decide on that," Hermansyah said.
Mr Serafino owned a bar in Sanur on the popular tourist island, where he had lived for six years, but claimed during his trial that he didn't know doing drugs in Indonesia was "such a big crime".
He said he had been taking hashish for pain relief.
Mr Fox's trial, meanwhile, heard he began using the drug 30 years ago after the trauma of covering conflicts in a number of countries including Iraq, Afghanistan and Rwanda, as well as natural disasters.
Both men said they did not sell drugs and were found guilty of the lesser charge of drug use.
Their release comes as Australian woman Schapelle Corby prepares to be deported to Australia on May 27.
Bali's correction division Surung Pasaribu said last month that she had also asked whether she could one day return to the island.
Corby was sentenced to 20 years in prison in 2005 after she was arrested the previous year in Bali with 4.1kg of cannabis inside a bodyboard bag.
