When in a poppies lifecycle does it begin to produce opiate alkaloids

So swim was wondering at what point in the poppies lifecycle does it begin to create the illegal stuff? Seeds are legal because they contain no illegal substances. would seeds that have just been germinated have alkaloid content? Could seeds be germinated then made into tea at an early stage?
