I found a cute little drug spoon yay, but it has some kind of matching other thing I don't know what it is or what its used for. What is it?

This isn't really harm reduction material per se, but if I had to make an educated guess, I would say that maybe this tool is intended to help one push drugs in powder form off a flat surface and into the spoon. This might explain why it is shaped roughly like the spoon; with a curve. This is assuming of course that your little kit is a dedicated set of injection paraphernelia.
