Heroin water/heat effecting potency of a shot

no one in australia heats their shots. We get china#4 (white powder) heroin. I think it's a USA/Tar thing. Only time I've seen people cooking a shot is when they're doing something stupid like injecting an ecstasy tablet.
 
Black tar is not usually freebase. I doubt it is freebase ever as the consistency happens when dope pulls water from the atmosphere. Freebase I don't think does it as much or enough to become tar like easy. I'm sure it's possible though
