Victorian marijauna laws for <50g

From what I can gather possession of <50g/use of marijuana is a $500 fine in Victoria, what I'm quite curious about is if it's actually decriminalized, if it's just the amount of penalty units, or what? Incredibly difficult to find/decipher details on the issue as a non-lawyer.
