the big problem with testers is that everyone tests AFTER they buy, and then they'll probably eat them anyway (unless you're willing to flog them off to some random who won't come back whinging)

That's their problem. I believe that if a dealer doesn't let you test before purchase then the quality of the merchandise is not up to scratch. The whole point of testing is to prevent ingestion and[I/] purchase of dubious pills.

Most dealers I know actually want their pills tested for their own knowledge to prevent them passing on gear under false pretences. It saves their reputation.
