Think you must be on about what Johann Hari was talking about. Those clinics that offer free heroin and the opportunity for addicts to be hired, by having the government pay part of their salary. Yeah pretty sure it was Portugal but if you wanna double check watch one of the podcasts he's done on the subject
 
Many companies hire addicts both active and in recovery. Your question needs to be refined or reworked.
 
Most of them? I held down multiple jobs in the United States when I was active in my addiction. What kind of jobs are you thinking about?
