Opioids ordering tramadol overseas

does anyone know the legal status of ordering tramadol to italy? Not interested in doing anything illegal, but is it? To a U.S. military base?

I'm not sure if threads like this are allowed or not, but Mods I'm not trying to find a place to order them or looking for any sources, just wondering about the legalities.
