Someone I know is aware of some of the analysis results of substances coming out of these bins. Glucose, flour, innocuous medicines, etc, etc. The person didn't see one drug located.
The vast majority of people who actually put something in the bins were just taking the piss. I have no idea how many thousands of dollars were spent on analysing all these inert powders and pills. I said this exact thing would happen when they first came in.
