Stimulants Meth and bong water...

My friends and I have were debating this for awhile last night... In a honeycomb-type bong, should the water be above or below the honeycomb percolator?
 
The water needs to cover the percolator - that's its whole purpose.

It sits there to break up the vapour bubbles as they pass through the water into much smaller bubbles and thus increase the surface area of vapour that comes into contact with the bong water to hopefully enhance filtration.
