Had a quick look - Vic drug laws seem wrong - it says illegal to have drug administration paraphernalia - but that is not always true. It is definitely legal to possess (new and used) injecting equipment in Victoria. You can definitely still buy bongs in Victoria - because can be used for tobacco. Might be true wrt glass pipes...
