Chinese boner grass clipping producers have gotten to the point where they have been coming up with truly insane prodrugs of almost-viagra: Nitroso-Prodenafil is metabolized into the sildenafil analogue aildenafil and nitric oxide; an extremely unsafe combo to be sure, but certainly something that shows that these people are committed to innovation.

We all know cops and customs will immediately let you go when they realize the shipment of powder and pills is not on the controlled substance list, taking your word for things.
Which is why you demand that the feds prove it is a Controlled Substance via GC/MS. Yeah, you might have to write off that shipment (you probably don't want to take the feds to court over it), but it sure as hell is less risky than straight up importing substances that are already controlled.

Are you literally implying that all that mephedrone being sold in Europe was just a conspiracy theory? And that synthetic cannabinoids are ...what, actually just mislabelled THC extracts?
The only thing that makes me think there is a single actual RC on the market anywhere in the world, is the presence of fentanyl analogues in the blood of dead people, that is not a metabolite of fentanyl, and tox screens of the occasional phenethylamine. I'll grant that in those cases some individual could reasonably create single-substitutions, but from scratch? Doesn't happen.
So, if you want to change my mind, I'd need evidence, and simply saying "this powder here is pure flubroisoquinolino-purine-pyramidine-anilopiperidino-cathino-benzo-fentanyl" won't do it.

Some of these substances, like Methiopropamine or Methoxyphenidine, were never sold as commercial pharmaceuticals, nor were any of their analogues (so they couldn't reasonably have been "diverted" from anywhere), and aren't even all that potent (approx. ~100 mg for a typical dose, i.e. nowhere near as cost-effective as a fentanyl analogue or an NBOMe, but still profitable enough to be produced for the semi-legal designer drug market, apparently).
