Difference between Fentanyl Citrate and Fentanyl HCL

Hello,

I've had pharmaceutical grade fentanyl hcl in the form of a powder and would usually mix 50mg in a 100ml nasal spray bottle for insufflation. This is no longer available, but I am curious about fentanyl citrate. Could anyone shed some light on the difference in strength between the hcl and citrate form of fentanyl - perhaps a dose per dose conversion if possible?

fentanyl mw 336 - fb ratio 1.0
fentanyl hcl mw 372.5 - fb ratio 0.90
fentanyl citrate mw 528 fb ratio 0.636

fentanyl citrate is ~70% as strong as fentanyl hydrochloride, milligram for milligram
