I found it in a small bag in my fathers garage, also next to it was a tyre pressure checker made into a smoking pipe, also it has a very sweet smell, smells like mangos or something

Lol I dunno but I don't suggest putting it in his pipe and smoking it. Could be mould for all you know. Doesn't look like cannabis and if it is, he's grinded it or it's shit quality, considering you say it smells like mangos.
 
We don't identify drugs on BL. It's dangerous and useless as there's no sure way of knowing.
