IMO it takes about 15-30min depending on when you ate your last meal and metabolism. For me usually around 20min, but you should be able to feel affects within at latest 45-60min.
 
is this info ^^ correct? (It seems to be, but just would like someone to confirm their experience on whether or not this is correct)
 
It is possible that phenazepam takes longer to kick in, I haven't tried it so I'm not sure.

Since this is so old I'm just going to close it. We can discuss how long it takes phenazepam to kick in via the phenazepam thread.
